I'm leaning towards Dip, Admin, Defensive, Humanist.When you fight armys following things do matter.
Tech reduction is nice, warscore reduction, more diplomats is not bad. Influence is still nice, especially if you run a lot of vassals, which you can do with the ottomans while also directly conquering, it even has some nice policies for even cheaper vassal integration.īut if you don't want to integrate those vassals, or maybe even if you do, dip has Faster bad relation decay, and overall people seem to think it is better. Now though with recent updates I can't quite decide between influence or Dip first. Religious feels unnecessary, especially if you want dhimmi which also stack with everything else so far (cheaper tech, legalism), so religious seems like a bad choice for everything besides the CB, but as ottomans you get free claims everywhere if you aren't rushing too hard you don't really need the CB (it is better still sure, but not totally necessary, by the time you get missions done anyway you will have imperialism CB's, unless you are going for world domination)
Do this and everything you state basically can be an accepted culture, and you wont really ever have revolts to deal with. Then I like humanism because it stacks with tolerance even more. I personally like defensive for ottoman since if you go full legalism you have no innate morale boosts, though any mil idea works, or no mil ideas, but I like to balance idea groups. Influence had AE reduction, and other great stuff for Ottoman, Admin's CCR stacks really well, as well as the extra states. So a dip idea group first, used to be influence when that was OP, this way you can get a few of the ideas in there, and still get the first 2 in admin quickly when you hit five, meaning you'll have more quickly unlock the CCR from both admin and your first ottoman idea. Logic used to be, you can generate insane amounts of MP as Ottomans very early through incredibly good starting ruler/potentially great heir, as well as the ability to afford higher advisors quickly and maintaining high PP, so getting ahead on tech is easy, and it's better to try to get to admin 5, instead of taking an admin first idea group and slow you down.
Trade, expansion, quality, offensive, pretty much anything after that depending on what you're doing. I used to take influence, admin, then defensive for first 3, followed by humanist, then the rest depends. I do not like any of these combo's so far listed.
